Thomas C. McKeon, AICP, CEcD, is the Executive Director of the Berks County Industrial Development Authority (BCIDA), a public agency that specializes in industrial park development and business financing. Tom led the development of Berks Park 78 (BP 78), a nationally recognized 323 acre industrial park in Bethel Township, PA. Berks Park 78 is now home to the distribution facilities of PetSmart, Dollar General and Samsung which employ over 1,000 people. The success of BP 78 led the Pennsylvania Economic Development Association to award the BCIDA the “Program of the Year” award for 2012.
Tom brings to the BCIDA over forty years of experience with a career that began as a VISTA volunteer in public housing in Philadelphia. Tom has held positions in planning, community and economic development with a variety of agencies in PA and NJ. While at the BCIDA, he has been involved in over $1.2 Billion of tax exempt financing involving the creation and retention of over 10,000 jobs. He managed a successful two-year effort to recruit a 248,000 square foot Cabela’s store to Hamburg, was a member of the development team for the Santander Arena and Performing Arts Center and helped arrange the financing of an $18M highway improvement from taxes generated by the Exeter Commons shopping center.
Tom earned his Master’s degree in City and Regional Planning from Rutgers University and a BS in Chemistry from the University of the Sciences in Philadelphia.
He maintains professional credentials from the American Planning Association and the International Economic Development Council.
